PURPOSE OF POSITION: To provide HR consulting and petition preparation services for immigration matters.

Responsibilities

  • Consulting

Provide consultation and guidance to senior management and HR partners in the interpretation of HR immigration services policies, procedures and application of related laws and regulations. Deliver consulting services across various HR areas and manage requests for deeper levels of subject matter expertise. Provide support to clients regarding immigration, visa, I-9 issues according to personnel and medical center policies and applicable laws and regulations. Act as a liaison to the business unit to provide information to employees and managers on immigration and visa matters. Counsel CCHMC managers and foreign national employees on the interpretation of immigration services policies and procedures. Direct foreign nationals in the preparation of successful employment authorizations, social security numbers, driver licenses, and various other requirements to successfully help to adapt to living in the USA and working at CCHMC.

  • Leadership and Collaboration

Represent the HR Immigration Services, internally and externally to our stakeholders. Collaborate with HR Immigration Services team to co-design and develop effective policies and procedures. Work collaboratively/cooperatively with others

to achieve goals. Develop positive working relationships with peers/colleagues. Share knowledge and/or provide support for team members. Contribute to and promote a positive and professional work environment/atmosphere. May serve as a liaison within the HR Division or organization. Present (as appropriate) educational training and updates for Human Resources personnel, Business Directors and foreign nationals.

  • Client Communication

Provide regular Immigration Services updates via division's CenterLink website and newsletters. Communicate

Immigration Services initiatives and expectations, including opportunities to pilot new systems or processes.

Communicate upward feedback to HR Employment management and clients to ensure efficiency of processes. Develop and deliver unit-specific presentations on topics central to Immigration Services.

  • Case Management

Facilitate Immigration Services case management for foreign national new hires and provide leadership/direction to

Immigration Services Coordinator. Analyze department requests to petition for employment authorization for foreign

national hires and to help ensure issuance of work authorization documents. Facilitate the collection, organization and review of documentation required for non-immigrant petitions. Lead the preparation of non-immigrant petitions, letters, and other documents to be submitted to government agencies to obtain appropriate work authorization. Serve as liaison with various US government agencies, including US Department of Homeland Security (US Citizenship and Immigration Services and US Customs and Border Protection), US Department of State, US Department of Labor, Social Security Administration, and the Ohio Bureau of Motor Vehicles. Manage the implementation of Immigration Services new hire onboarding procedures/tax intake meeting for incoming foreign nationals.

  • Data Management

Manage flow of documents/data into electronic files and databases. Ensure that information is reported to the government required Public Access File and maintained according to government regulations. Evaluate legal compliance status for foreign national employees. Facilitate the maintenance of data on foreign national employees and their dependents. Review and analyze complex situations affecting foreign national employees' immigration status. Together with the HR Immigration Services Manager, oversee the management of critical third-party databases used by the office. Partner with third-party software vendors to resolve issues and research federal regulations to provide recommendations to customize software to the Division's needs. Implement new computer-based technologies as needed to streamline office efficiency and eliminate reliance on paper-based processes. Analyze data and make recommendations related to problem areas and trends. Coordinate and oversee data collection and management for external Counseling Attorney. Provide guidance and help to ensure that office procedures are streamlined, efficient, and make use of appropriate technologies.

Qualifications

EDUCATION/EXPERIENCE

Required:
  • Bachelor's Degree
  • 5-7 years of relevant HR experience Resources and Immigration Services functions

Unique Skills:

Prior experience in immigration services at a professional level in the healthcare environment.
