Job description

The Division of Medicaid has an exciting opportunity for a forward-thinking, motivated, innovative person to join the Policy Team. This position analyzes and develops health related policies and procedures to meet Federal and State requirements. We are searching for an individual with exceptional policy analysis abilities; critical thinking skills; communication and interpersonal skills; problem solving skills; and systems-thinking competencies. This individual will work with a close-knit team to address complicated policy and program questions, often involving multiple stakeholders. This work requires understanding and interpreting state and federal rules, regulations, and statutes.

Our generous benefits package increases the total compensation of a full-time (benefits eligible) Medicaid Policy Analyst making $29.75/hour to an estimated $41.76/hour.

Example of Duties

Work with teammates and management to:

  • Analyze, recommend and develop policy and procedures regarding services that will maximize current program resources, ensure quality, compliance and consistency in Medicaid service authorization and program management.
  • Foster innovation and employ best practices.
  • Review and research healthcare procedure codes and make recommendations for policy around those codes.
  • Finalize policy decisions.
  • Effectuate automation changes to support approved policy.
  • Draft state plan amendments, waiver applications, and rules changes.
  • Provide policy expertise and technical assistance to staff and stakeholders to ensure accurate and consistent program administration.
  • Ensure program objectives, policies, and operating procedures align with state plans, policies, rules, and regulations.

Minimum Qualifications

  • Good knowledge of health care delivery systems.
  • Good knowledge of Medicaid laws and regulations related to health care.
  • Some knowledge of medical terminology.
  • Experience planning, organizing, monitoring, and evaluating a health care related program; analyzing cost-effectiveness of methods of health care delivery.
  • Experience interpreting and applying laws and regulations.

Supplemental Information

Additional Qualifications: Are not required; however, having the minimum qualifications and the experience and/or education below will increase your score.

  • Experience working with CMS and Title XIX or XXI state plans. Gained by at least one year of preparing state plan amendments or waivers for approval by CMS.
  • Experience working with legislative rules. Gained by at least one year of experience drafting temporary or proposed state rules.
