Job descriptionPerforms varied duties involving a wide range of processes and methods relating to the established practices of the social services department within an inclusive team environment. Work requires a broad knowledge of State, County, and departmental policies, and frequent contact with top-level officials. Position may be embedded within a work unit and require specialized knowledge and perform duties that are vital to achieving the unit work process. Work is performed under general supervision with considerable latitude for independent judgment. May supervise administrative support staff.
ESSENTIAL FUNCTIONS : Responsible for the completion of complex administrative and technical assignments. A significant part of the job (>50%) is for tasks/processes completed entirely by the incumbent. Responsible for project and/or process management that may include highly confidential and time-sensitive information, including case-related information in child and adult protection, foster care, adoption, adult, family, and children’s benefits, etc. May assume sole responsibility for a major area of unit or division functioning. Prepares correspondence for the department and/or unit and responds to general inquiries. Composes letters and memoranda independently. May prepare agendas and other documentation for meetings, including meeting minutes. Prepares complex reports specific to unit/department. Collects, verifies, and enters complex unit/department-related information into a database. Maintains the database and keeps information current. May have responsibility for the unit or division leave administration. Answers and screens calls. Gathers information to provide an appropriate response. Maintains calendars for supervisor and schedules appointments with internal and external attendees, etc. Corresponds with and responds to vendors, suppliers, and service providers; and provides the first line of problem-solving when issues arise. Responds to difficult customer-related issues and resolves them accordingly. Establishes and maintains files, frequently of a confidential and/or sensitive nature. Creates bulk mailings using databases and mail merge features. May supervise employees that are responsible for supplies/inventory for the department/unit. Plays a significant role in office management and oversight for unit/department. Frequently provides back-up to unit head in his/her absence. May serve on special and/or regular teams and committees including management functional teams. May prepare agendas and other documentation for meetings, including meeting minutes. May provide day-to-day direction for or has responsibility for supervision of other administrative support position(s) within the department/unit.
Minimum Qualifications High school diploma supplemented with related secretarial or clerical work experience; OR any equivalent combination of training and experience which provides the required knowledge, skills, and abilities
Extensive knowledge of office terminology, procedures and equipment, and business arithmetic. Considerable knowledge of departmental functions, organization, and policies. Extensive knowledge of and intermediate to advanced proficiency in basic office software and departmental and state information systems and programs. Frequently provides technical assistance. Ability to occasionally perform complex mathematical and statistical calculations. Ability to maintain complex clerical records and prepare reports from records. Comprehensive knowledge of business English and spelling. Ability to establish and maintain effective working relationships with employees, government officials, and the general public. Ability to meet top-level officials and others with tact and diplomacy. This position requires significant, comprehensive knowledge of unit/department, County policies, guidelines, and codes; and broad knowledge of numerous department-specific programs and activities. Ability to effectively use office equipment, including computer, copier, postage meter, Fax, printer, multiple-line phone, paper folder, laminator, projector, and scanner.

Special Requirements This position is required to drive and the applicant must meet the eligibility requirements of the County’s safe driver policy. The candidate must be willing to travel occasionally overnight.
The candidate must possess a valid driver’s permit issued by the Commonwealth of Virginia.

Employee must be willing to work in the community emergency shelter in the event of a natural disaster or emergency.
