Job description

This position is located in the District of Columbia, Department of Corrections (DOC). DOC provides public safety by ensuring the safe, secure, and humane confinement of pre-trial detainees and sentenced misdemeanant prisoners. The management and operation of the District's correctional system fosters community and business confidence and security.

Duties and Responsibilities

Serves as a key member of the Director's management advisory staff, and participates in recommending and formulating policies and strategies. Utilizes expert leadership skills to provide managerial direction and guidance in support of the operation of the various programs within the DOC. Responsible for providing forward thinking and innovative leadership towards implementing short- and long-term initiatives and correctional program/educational matters guided by a multidisciplinary knowledge including but not limited to corrections and education.

Plans and administers the goals and objectives of the various programs to include educational programs within DOC. Develops activities and programs designed to appropriately classify inmates, eliminate inmate idleness, and develop the skills necessary to facilitate the successful reintegration of inmates into their communities upon release. Meets frequently with subordinate program managers and supervisors to discuss progress and problems encountered in their activities. Provides technically authoritative advice and guidance to top level management on complex, controversial, and/or sensitive correctional program matters, including but not limited to overseeing the operation and management of: Case Management, Inmate Classification, Religious Programming, Volunteer Services, Re-Entry Programming, and Inmate Educational Programming,

Qualifications and Education

Must have demonstrated expertise in providing leadership in a managerial capacity to include managing staff and providing leadership in a team-based environment; securing the support and cooperation of administration managers. Working knowledge of both existing and emerging technologies related to the programs of correctional facilities, and analytical techniques designed to improve operational productivity Must have advanced written and oral communication techniques and skills.

Specialized Experience: Must have at least one (1) year of specialized experience equivalent to the CS-15 grade level in the District of Columbia government service, or equivalent public or private sector. Must demonstrate expert leadership skills and forward thinking to provide managerial direction and guidance, planning and administering the goals and objectives of the various programs, and participating in annual budget.

Managerial/supervisory experience is required.

Work Environment

The position is performed in an office located in a jail or detention facility and may be performed in a field setting.


Tour of Duty: 8:00 am - 4:30 pm Monday-Friday

Promotion Potential: No Known promotion potential

Duration of Appointment: MSS-Reg Appt

Pay Plan, Series, and Grade: MS-0301-16

Collective Bargaining Unit (Union): This position is non-union

Position Designation: This position is designated as Safety Sensitive and is subject to mandatory pre-employment and periodic Criminal Background Checks. This position is also subject to mandatory pre-employment drug testing.

TB test will be required prior to entry on duty.

Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
